STEFAN LOPATKIEWICZ JOINS SKY STATION AS VICE PRESIDENT AND SPECIAL COUNSEL TO THE CHAIRMAN

Washington, D.C., February 15, 1998: Sky Station International announced today that telecommunications attorney Stefan Lopatkiewicz has joined the broadband stratospheric transmission company’s senior executive staff as Vice President and Special Counsel to the Chairman. Mr. Lopatkiewicz will have primary responsibility for negotiating the company's contractual relationships with its industrial team and other investors and partners.

Mr. Lopatkiewicz is a graduate of Harvard Law School where he served as Editor-in-Chief of the Harvard International Law Journal. Since 1982, he has practiced in the field of telecommunications law, specializing in satellite and other space-based technologies. Most recently, he was counsel in the telecommunications group at the Washington office of Reed, Smith, Shaw & McClay.

While on active duty with the Air Force, Stefan served as a government contracts specialist in the Air Force General Counsel's Office at the Pentagon.

The Sky Station system is a telecommunications system that uses  platforms located above a metropolitan area in the stratosphere as high speed switching and relay stations. Each platform can offer high speed, high capacity broadband service without a terrestrial buildout to hundreds of thousands of subscribers in a broad coverage area. A Sky Station™ platform can also deliver mobile service to millions of subscribers. Widespread commercial operations of the system will commence in the year 2000.
